The piece combined the same-day resignation from the Election Crimes directorship with the earlier congressional record of Lerner emails and the 2010 meeting. That combination is an editorial choice. The resignation letter does not mention Lois Lerner.
The Washington Examiner ran a parallel news item: “DOJ election crimes chief who resigned was connected to 2010 IRS targeting scandal.” Both are Tier 2. Neither is a court. Neither upgrades the 2010–2013 emails into an adjudicated finding that Pilger targeted particular applicants.
